One request per ward
Instead of a flood of duplicate complaints, neighbours back a single ward request. Supporter counts and severity set the dispatch priority.

The depot turns a request into a job. Verified drivers see it, accept it, and every stage is timestamped back to the ward.
Accountability by default
Municipal work numbers, GPS check-ins, litre counts and evidence photos on disputed stops build an audit trail nobody can argue with.
